Today, we’re walking through the essential steps to officially become a student pilot after enrolling in a flight school.

Before you can take off, you’ll need to complete three main steps:

  • TSA security clearance (or citizenship verification)
  • Creating an IACRA account
  • Getting your FAA Medical Certificate
  • Obtaining the Student Pilot Certificate

Let’s break it all down!

1. TSA Reporting & Citizenship Verification

To begin flight training, the registration process differs depending on whether you are a U.S. citizen or a foreign national.
This is because the ability to operate an aircraft is directly tied to national security, and security screening for foreign pilots was significantly strengthened after the 9/11 attacks.

For U.S. Citizens

  • You’ll need to show proof of citizenship (e.g., U.S. passport or birth certificate + photo ID)
  • You must receive a Logbook Endorsement from a certified flight instructor (CFI)

For Foreign Students

  • You must apply through the TSA Flight Training Security Program (FTSP).
  • This includes submitting your personal info, visa, flight school details, and a photo
  • You’ll also need to complete fingerprinting and wait for TSA approval before starting flight training
 

Legal Reference: 49 CFR § 1552.3

Most flight schools in the U.S. use small propeller aircraft like the Cessna 172 or Piper Archer. These aircraft fall under Category 3: aircraft under 12,500 lbs, so the following TSA rules apply:

(c) Category 3 – Flight training on aircraft 12,500 pounds or less

  • The flight school must notify TSA that the candidate has requested such flight training
  • The candidate has submitted paragraph (a)(2) and any other information required by TSA to TSA, in a form and manner acceptable to TSA
  • The flight school has submitted to TSA a photograph of the candidate taken when the candidate arrives at the flight school for flight training
  • The flight school begins the candidate’s flight training within 180 days of the date the candidate submitted the required information to TSA

(i) Recordkeeping requirements

(1) A flight school must maintain the following information for a minimum of 5 years

  • A copy of the photograph
  • A copy of the approval sent by TSA confirming the candidate’s eligibility for flight training
  • A copy of the information (paragraph (a)(2): Full name, ID number, Copy of Passport etc.)
  • For a United States citizen or national, a copy of the information (paragraph (h)(1): e.g. Passport)
  • A record of all fees paid to TSA

Logbook Endorsement for U.S. Citizens

Below is an example of a Logbook Endorsement issued to a U.S. citizen:

Any CFI can issue this endorsement—even independent instructors—because according to TSA definitions:

  • Flight school means any pilot school, flight training center, air carrier flight training facility, or flight instructor certificated under 14 CFR part 61, 212, 135, 141 or 142;
You must keep this endorsement in your logbook, which serves as your official flight training record.
Logbooks track your qualifications, endorsements, and experience—it's your personal proof of training.
 
 

2. Register for an IACRA Account

Next, register on IACRA—the FAA’s online certification portal.

  • Used for applying for your student pilot certificate and future ratings
  • Assigns an FTN (FAA Tracking Number) that stays with you throughout your aviation career
  • Ensures accuracy and security through digital validation and e-signatures

3. Get Your FAA Medical Certificate

To begin training, you’ll need a valid FAA Medical Certificate.

Medical certificate means acceptable evidence of physical fitness on a form prescribed by the Administrator.

Which Class Should You Get?

  • 3rd Class Medical: Minimum for student pilot and most training
  • 1st Class Medical: Required for airline transport pilots (ATP); recommended if that’s your goal

💡Pro Tip: Even if you're starting with private pilot training, it’s a smart idea to check if you're eligible for a 1st Class Medical early on—just in case!

How to get FAA Medical Certificate

(1) Apply on a form and in a manner prescribed by the Administrator
(2) Be examined by an designated aviation medical examiner(AME) - https://www.faa.gov/pilots/amelocator/

Before seeing a doctor

(1) Access to the MedXpress website. “https://medxpress.faa.gov/
 
 
(2) Login or Sign up

- Login to this website. Then you can see Start New Application for your Medical certificate

 
- Push the button and fill this form out (Form 8500-8, Application for airman medical certificate)
 
 
- For signing up, you should click this “Request an Account” button and fill this out
 
 

4. Get your Student Pilot Certificate

You do not need a Student Pilot Certificate to start ground school or flight instruction.
However, if you plan to fly solo (without an instructor on board), you must have a valid Student Pilot Certificate.

14 CFR 61.83 Eligibility requirements for student pilots.

(a) Be at least 16 years of age for other than the operation of a glider or balloon.
(b) Be at least 14 years of age for the operation of a glider or balloon.
(c) Be able to read, speak, write, and understand the English language. 
  • If the applicant is unable to meet one of these requirements due to medical reasons, then the Administrator may place such operating limitations on that applicant's pilot certificate as are necessary for the safe operation of the aircraft.

How to Apply for a Student Pilot Certificate

An applicant for a student pilot certificate:
a) Must make that application in a form acceptable to the Administrator; and
b) Must submit the application to 
  • Send the application to one of the following.
- Flight Standards District Office (FSDO)
- FAA-designated pilot examiner (DPE)
- Airman certification representative associated with a part 141 flight school
- Certificated flight instructor
- Alternatively, you may complete an application through the Integrated Airman Certification and Rating Application (IACRA) website.
  • You can get your student pilot certificate by mail within 3 weeks
